The Alabama Infrastructure, Amendment 1, also known as Amendment 1, was on the ballot in Alabama on November 2, 1920, as a legislatively referred constitutional amendment. It was defeated. The amendment proposed to amend the constitution: Section 93. The amendment proposed that the state not engage in works of internal improvement nor lend money or its credit in aid of such, unless the state chooses, under the provisions of the law, to use the net proceeds from the Convict Fund to be applied to such improvements. Such restrictions would not apply to the development or improvement of harbors or seaports.[1]
