The Alabama Jefferson County Service Districts Amendment, also known as Amendment 11, was on the ballot in Alabama on September 13, 1977, as a legislatively referred constitutional amendment. It was approved. It proposed to allow the creation of service districts for fire protection, garbage removal, emergency rescue and recreation in Jefferson County.[1]
