The Alabama Marengo County Port Authorities Amendment, also known as Amendment 4, was on the ballot in Alabama on September 13, 1977, as a legislatively referred constitutional amendment. It was defeated. This measure proposed that in order to promote the commercial use of inland waterways, Marengo County may incorporate port authorities.[1]
