The Alabama Mobile County Penal Facility Amendment, also known as Amendment 8, was on the ballot in Alabama on September 13, 1977, as a legislatively referred constitutional amendment. It was defeated. It proposed that Mobile County could issue bonds and levy taxes in order to build and operate a county jail.[1]
