Alabama Regarding Civil Service, Amendment 2 (1951)

The Alabama Regarding Civil Service, Amendment 2, also known as Amendment 2, was on the ballot in Alabama on December 11, 1951, as a legislatively referred constitutional amendment. It was approved. The amendment proposed to amend the constitution. The amendment proposed that appointments and promotions in the civil service would be made according to merit, fitness and efficiency, to be determined by examination, which would be competitive. It would be the duty of the legislature to maintain laws necessary to implement, and to provide adequate financial support for, a positive program of personnel management in the state service. All State personnel laws now in effect that are not in conflict with this Article shall continue in effect until they are amended or repealed as provided by law. Civil service status acquired by employees under existing statutes shall not be affected.[1]
