The Alabama Russell County Fire Districts Amendment, also known as Amendment 9, was on the ballot in Alabama on November 7, 1978, as a legislatively referred constitutional amendment. It was approved. It proposed that firefighting districts could be created in Russell County and that public funds could be expended to support these districts. It also stipulated that the county could contract with volunteer fire departments to provide this service.[1]
