The Alabama State Indebtedness, Amendment 1, also known as Amendment 1, was on the ballot in Alabama on December 5, 1961, as a legislatively referred constitutional amendment. It was defeated. The amendment proposed to amend the constitution. The amendment proposed to authorize the state to become indebted up to $10 million by issuing bonds for the purpose of purchasing, providing, constructing and equipping prisons an penal institutions.[1]
