The Alabama State Indebtedness, Amendment 3, also known as Amendment 3, was on the ballot in Alabama on December 5, 1961, as a legislatively referred constitutional amendment. It was approved. The amendment proposed to amend the constitution. The amendment proposed to authorize the state to become indebted up to $2 million by issuing bonds for the purpose of erecting, constructing or equipping hospitals, health centers and other medical facilities.[1]
