The Alabama State Lottery Amendment, also known as Amendment 1, was on the October 12, 1999, election ballot in Alabama as a legislatively referred constitutional amendment. It was defeated. This measure proposed to create a state lottery and to earmark the resulting revenue for use in education.[1]
