The ballot question was as follows:[1]

Shall the City of Albuquerque issue $10,420,000 of its general obligation bonds to modernize, make energy and/or water-efficient, upgrade, equip, improve, acquire, plan, design, survey, develop, construct, rehabilitate, renovate, expand, furnish, enhance and otherwise improve, and to acquire property, vehicles and equipment for, public buildings, facilities, and systems?[2] |

Path to the ballot
This measure was put on the ballot through a 6-0 vote of the Albuquerque City Council on August 19, 2019. Three members of the city council were excused from voting. Mayor Timothy Keller (D) signed the bill for the measure on August 22, 2019.
