Language on the ballot:

“ WITHOUT INCREASING TAXES, SHALL THE ALLENSPARK WATER AND SANITATION DISTRICT BE AUTHORIZED TO COLLECT, RETAIN AND SPEND ALL REVENUES AND OTHER FUNDS FROM ANY REVENUE SOURCE (INCLUDING THOSE FROM STATE GRANTS, AUTHORIZED FEES AND CHARGES, AND PROPERTY TAXES), EFFECTIVE IN FISCAL YEAR 2012 AND CONTINUING THEREAFTER, AND SHALL THE REVENUES FROM ALL SUCH SOURCES BE SPENT AS VOTER APPROVED REVENUE CHANGES AND AS AN EXCEPTION TO THE LIMITS WHICH WOULD OTHERWISE APPLY, INCLUDING WITHOUT LIMITATION, ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION, AND SECTION 29-1-301, C.R.S.?[1][2] ”
