As of 2016, The Alliance for Childhood Education was a 501(c)(3) nonprofit organization that brought together business leaders in Kansas and Missouri to promote pre-k through post-secondary educational reforms aimed at "increasing the college and workforce readiness of all students."[1]

Background

The Alliance for Childhood Education was formed in October 2011 as a 501(c)(3) nonprofit organization.[4]

The Alliance was formed by Tyler Nottberg, David Oliver, Jonathan Freiden, and Torree Pederson, based on their belief that businesses should lead in the field of educational policy because, in their view, the systemic problems of the educational systems in Kansas and Missouri threaten the viability of businesses in that region.[2]

Member services

As of 2016, the Alliance for Childhood Education was a membership-based organization with members who pay for access to policy briefings and special events. Members were considered "stakeholders that can educate and influence local, state and national policymakers on a regular basis." There were three levels of membership: "Friends of the Alliance," who could be individuals or businesses that donate at least $100 annually; "Supporters," who the Alliance states could be a decision maker in their business and pay at least $2,500 annually; and the Board of Directors, each of whom contributed between $5,000-$15,000 per year and acts as one of the Alliance's chief decision makers.[2][5]

Partner services

As of 2016, the Alliance worked with partner organizations, namely schools, to apply for grants through government programs funded by the Every Student Achieves Act, which provided federal grant monies to schools that meet certain criteria.[6]

Advocacy

The Alliance advocated for policies that aim at student achievement and innovation that can produce measurable results.[2] The Alliance advocates for strengthening programs, including Kansas' Children's Initiative Fund and Child Care and Development Block Grants along with Missouri's Early Head Start and Home Visiting.

In 2014, the Alliance for Childhood Education partnered with Missouri Wonk, a policy consultancy, to construct a policy that would fund education through increased cigarette taxes in Missouri.[7] The measure appeared on 2016 Missouri ballots as Constitutional Amendment 3.

The Alliance for Childhood Education supported the 2016 Missouri 60 Cent Cigarette Tax, which sought to increase the cigarette tax to 77 cents by 2020 and impose a fee on wholesalers of 67 cents per pack on cigarettes produced by a non-participating manufacturer. The measure would have devoted at least 75 percent of revenues generated from these taxes to increasing access to early childhood education programs.[6]
