Three seats on the Alvord Unified School District Board of Education were up for general election on November 4, 2014.[1] Incumbent Art Kaspereen Jr. defeated challenger Mia Villeta Alvarado for the Trustee Area 1 seat, and incumbent Greg Kraft lost to challenger Robert Schwandt for the Trustee Area 4 seat. The election for the open Trustee Area 3 seat featured candidates Donna K. Wandro and Julie Moreno, with Moreno winning.[2]

The 2014 general election was the first time the Alvord Unified School District elected members from geographic districts. Prior to this election, the board of education was elected at-large. This election also was the first election the Alvord Unified School District held in an even-numbered year. Before switching to district elections, the board of education was elected during odd-numbered years.[3]

Alvord Unified School District is located in Riverside County, California. The county seat of Riverside County is Riverside. Riverside County was home to 2,292,507 residents in 2013, according to the United States Census Bureau.[4] During the 2011-2012 school year, Alvord Unified School District was the 78th-largest school district by enrollment in California and served 19,741 students.[5]

Demographics

Riverside County underperformed in comparison to the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 20.5 percent of Riverside County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for Riverside County was $57,096 compared to $61,400 for the entire state. The percentage of people below poverty level for Riverside County was 15.6 percent compared to 15.3 percent statewide.[4]

Voter and candidate information

The Alvord Unified Board of Education is composed of five members elected by geographic district serving four-year terms. This was the first year members were elected by district and the first year members were elected in an even-numbered year. Prior to 2014, board members were elected at-large during odd-numbered years. There is no primary election, and the general election will be November 4, 2014. Three seats are up for election in 2014, and two seats will be up for election in 2016.[3]

In order to get on the ballot, candidates had to file nomination documents with the Riverside County Registrar of Voters during the nomination period. The nomination period began July 14, 2014, and ended August 8, 2014. The last day to register to vote was October 20, 2014.[7]

Endorsements

  • Trustee Area 3 candidate Julie Moreno received the endorsement of the Alvord Educators Association.[11]
  • Trustee Area 4 incumbent Greg Kraft received the endorsement of the California School Employees Association.[12]
  • Trustee Area 4 candidate Robert Schwandt received endorsements from the Greater Riverside Chambers of Commerce Political Action Committee and the Alvord Educators Association.[13][14]

Campaign finance

Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[15]

Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[15]

Neither candidate for the Trustee Area 1 seat had reported any contributions or expenditures to the Riverside County Registrar of Voters as of October 28, 2014.[16][17]

Julie Moreno was the only candidate for Trustee Area 3 to report any contributions or expenditures to the Riverside County Registrar of Voters.[11] Candidate Donna K. Wandro filed Form 470, indicating she did not intend to raise or spend more than $1,000 for her 2014 campaign. Because of this, Wandro did not have to file any additional campaign finance reports.[18]

Robert Schwandt was the only candidate in the Trustee Area 4 race to report any contributions or expenditures to the Riverside County Registrar of Voters as of October 28, 2014.[13][19]

Issues in the district

Board votes 3-2 to lease new office space

Despite disagreement on the Alvord Unified School District Board of Education, a $126,750 per month lease was approved. The vote was 3-2 in favor of approving the lease for office space in a Corona building owned by KPC Summit LLC at the board's public meeting on July 18, 2014. Prior to that meeting, the board had approved the lease in a closed session in May, also voting 3-2 in favor. That new space was needed was acknowledged by all on the board after a building was condemned at the former district office site in Riverside. The contention came from disagreement on whether that new space should have been built or leased, as the district does own property with room for new buildings. Board members Ben Johnson and José Luis Pérez believed it would be more cost effective in the long run to build. Board President Greg Kraft did not disagree with that statement, but also believed leasing gave the district both short-term and long-term options. The payments for the new lease were set to come out of the district's general fund, leaving the $13 million in bond money for construction projects to upgrade existing schools.[20]
