America Rising is an opposition research organization founded to track and record statements by Democratic candidates for public office.[1] The group had two separate arms: a super PAC for making independent expenditures and a limited liability corporation, also called America Rising, which provides opposition research to paying clients.[2] America Rising PAC filed a termination report with the Federal Elections Commission on July 21, 2023.[3] The LLC remained active as of August 2025.[4]
Background
Matt Rhoades, then-treasurer of America Rising, filed organizational papers with the Federal Election Commission on March 21, 2013, in order to officially form the America Rising organization.[5] The group included former RNC spokesperson Tim Miller.[6] In 2013, Politico reported that the LCC would "aim to combine research and tracking on Democratic candidates, as well as communications and digital ads, taking on campaigns and other outside groups as clients."[6] The group was started to focus on digital ad campaigns, social media, and rapid response, rather than airing television ads.[6] The Wall Street Journal described the group as the "unofficial research arm of the Republican Party."[7]

In 2014, then-Washington Post columnist Jennifer Rubin wrote that the limited liability corporation provided opposition research to paying clients—including outside groups, individual campaigns, and the National Republican Senatorial Committee—who were then free to use the research in "debates, ads, and a myriad of ways."[2] As of August 2025, America Rising LLC's website said it specialized in "oppositions research, video tracking and media monitoring" and that its services "equip conservative causes and candidates with the information necessary to execute winning campaigns."Cite error: Invalid <ref>

America Rising PAC
America Rising PAC was modeled after the Democratic super PAC American Bridge 21st Century.[6] The super PAC recorded opposition speeches and media appearances and compared these to previous public statements, then posted videos and infographics to its website and Twitter account. According to a 2014 Bloomberg article on the group, America Rising PAC began focusing on Hillary Clinton's presidential campaign in 2014, before she had officially announced her candidacy.[8] In addition to its super PAC website, the group established another site called StopHillary2016.org.[9]
