My name is Amy Warren and I'm a parent of 3 current Wichita Public School students. Since my oldest child began attending USD 259 schools nearly 9 years ago, I've been a steady participant in the educational experience of my children and their peers. Through volunteering with the Parent Teacher Organization, serving for 3 years as PTO President, and involvment at school, district, and state levels, and national education-related efforts, I bring a demonstrated commitment and passion for public education, students and teachers. I think public schools are the heartbeat of a city, capable of reflecting the strengths and values of its citizens and providing sustainability for the area. In addition to my involvement as a parent, I've advocated nationally and locally for safer online experiences for kids and more effective use of technology in schools. I'm currently on the USD 259 Strategic Planning Committee for technology, served as a Wichita parent representative for the State Board of Ed. Blue Ribbon Task Force on electronic devices last fall, Co-chair of the KS Coalition for Distraction Free Schools Policy Project, and serve with the Screens In Schools working group at national non-profit Screentime Action Network. For the 2024-2025 school year I worked as a substitute clerical staff for USD 259.
  • Fully funding public education is vital to the strength of our city! With federal and state funds more uncertain than ever, the BOE will need to focus budget decisions on fiscally responsible solutions that maintain the most important services for all students, including those with special needs, and prioritize programs that meaningfully support staff and students while maintaining neighborhood schools and small class sizes. We will need more community support than ever before. In the upcoming years our city needs a new bond option that appeals to citizens across party lines, better matches the values of our communities, and demonstrates to our students and staff that we understand strong public education builds real future success.
  • USD 259 has amazing teachers and staff that pour into their students every day! Studies show a strong teacher-student connection imparts a greater impact on student achievement than 1-to-1 instruction alone. I will prioritize improving safety and belonging for staff and support their feedback to reduce burnout and increase teacher retention. I will push for competitive pay and benefits that provide a meaningful standard of living. When speaking with USD 259 staff, I hear that WPS needs improved communication and feedback options between staff and administration- not just pre-determined surveys or listening sessions that feel like they go nowhere.
  • Distraction-free school days are possible! Nationwide districts are adopting strong policies putting the focus back on academic engagement, interpersonal skills and mental health. With years of experience advocating for safer and more effective uses of technology, I'll bring my knowledge of the benefits of transformative uses of screen-based technology as well as the potential risks and trade-offs to policy discussions and budget considerations. Let's provide state-of-the-art classrooms without compromising student data, brain development, and social connection. Adopting strong technology and personal device policies shows improvements to attendance, mental health, school safety & belonging, AND academic achievement!
I'm personally passionate about policies pertaining to screen-based technology and personal devices in schools. With years of experience in national and local advocacy work around this subject, I've seen the difference effective policies can make on academic achievement, school safety, attendance, and also student mental health.
Additionally, I'm passionate about responsible budget solutions and the need for public education to be fully funded. I'm concerned about the reduction and re-distribution of educational funds that take away from necessary programs that help all students access quality public education and the potential for this to create greater inequity in our city.
I'm a huge fan of Fred Rogers. I love his quote "You've made this day a special day by just your being you. There's no person in the world just like you, and I like you the way you are." This pertains to how I see teachers and staff that have dedicated their days to educating and caring for children. I deeply admire professional educators.

I also believe that our best teachers see students this way and that is invaluable! I have noticed for my kids the difference it makes when a teacher sees their unque personality, values them and encourages their growth personally and academically.

So much of education depends on metrics, scores, and data, but this quote connects us to the real humans that are walking the halls of our schools and helps us remember the value in the diversity of individuals attending and working in WPS.
Integrity and honesty are vital to building trust between elected officials and constituents. Elected officials must be patient in their decision making and seek input from citizens and stakeholders so they can make decisions that are responsible and reflective of the values of the community they serve.
An effective USD 259 BOE member will determine a vision for public education in Wichita with sensitivty to the values and needs of our district. This includes directing policy, setting goals for student achievement, and creating fiscally responsible budgets to allocate funding.
The primary job of a board member is to be a mediator between the values of a community and the directives, policies and decisions that affect educational outcomes while displaying accountability with allocation of funds. Board members should be curious, informed, available to dive deep on policy discussions, and passionate about student achievement and highly value the teaching profession.
I will represent the views of District 6 families, students, and tax payers, but also support city-wide efforts that create a strong public education system for all WPS students and staff.
We have amazing staff and admin in the district with experience and knowledge to address the diverse needs of students, staff, and community. The greatest risk to this is the potential decrease or re-distribution of funding at all levels of government. The best way to support these needs is to advocate for adequate funding for public education.
I look forward to diving into this more. Measuring good teaching based on student test outcomes alone is an unfair practice that doesn't take into consideration the variables in and out of the classroom and could lead to pressure for teachers to "teach to the test" and stifle creativity in their profession. A good teacher is able to utilize curriculum to its fullest extent and add nuance and context appropriate to the students to engage them in education and connect on a personal level.
I'm excited to learn more about the many options USD 259 offers. We already do a great job of offering specfic skill and technical training and looking for opportunities to prepare students for the future through the many career paths at WPS. The recent addition of a hospitality career path for high schoolers is a great example of the district expanding curriculum. I also see value in continuing options for liberal arts education and within this I see a need for more options for foreign language exposure at younger ages. I think the option of introduction to languages creates a sense of wonder and respect for the world at large.
We need to be vocal about the risk posed to public education in both larger and rural cities by the implementation of a voucher system and monitor the adequacy of funding by the State as in the Gannon v. Kansas case.
School districts across the nation and locally (Ark City and McPherson, to name a couple) are adopting all day personal electronic device policies (meaning devices are out of sight and not with the student) from first bell of the day to last bell of the day. With these revisions schools are seeing improvements to student mental health and reduction in anxiety. Staff report increased social interation between peers better school morale. Effective policies also contribute to a reduction in bullying. Revising the current WPS policy is a great first step for improving student mental health.

Additionally, ensuring funding remains for school counselors is vital to supporting the mental health needs of students.

For staff, focusing on recruiting and training para educators and dependable substitute staff is one way to support staff in the classroom reducing burnout and allowing for appropriate planning time and personal time off.
I would like to propose revisions to the current personal electronic device policy and include a properly planned rollout period for the change which includes community education, feedback, and research that supports the positive safety, mental health, and academic outcomes associated with the revisions. An effective policy provides options for IEP and medical exceptions for students.

Additionally, I would like to review the policy around Ai as new/emerging technologies are adopted and integrated into education.

The BOE should regularly review polcies for their applicability and efficacy in current educational settings.
Small class sizes are important for K-12 learning with our youngest learners benefitting most. Ideally we have classrooms staffed with qualified teachers and available para support. We create learning environments that prioritize teacher-student interaction, hands-on learning, and lots of play in education (especially for early learners). I want to see environments that provide physical text books and curriculum as much as possible and prioritize handwriting-both of which have ample research to support their benefits to learning over screen-based books. We look for ways to use computers and new technology to teach older students skills that can't be achieved with analog tools and will prepare them for their next phase in life after graduation whether that's post-secondary education, technical training, or direct transition into the workforce. I want to see students given support to dream about their future without us pre-determining their path for them.
As a current parent of WPS students, I understand the challenge of trying to balance all the responsibilities and activities of raising kids. The district has relatively low participation in off-site meetings, surveys, and feedback sessions, so I will connect with parents where they're most likely to have an opportunity to connect- at school events, PTO/PTA meetings- and be available for easy contact. I also want to look into expanding site councils and participation from representatives from each school to inform the board about challenges, concerns, and successes in each school. Within such a large district, we need more networks for dialogue.
Financial transparency is not only about access to the data and documents, but also being able to communicate clearly about the process used to reach financial decisions.
