New York's 19th Congressional District was a battleground district in 2016. Incumbent Chris Gibson (R), who began serving in Congress in 2011, chose not to seek re-election in 2016, leaving the seat open. John Faso (R) defeated Zephyr Teachout (D) in the general election on November 8, 2016. Faso defeated Andrew Heaney in the Republican primary, while Teachout defeated Will Yandik to win the Democratic nomination. The primary elections took place on June 28, 2016.[3][4][5][6][7][8][2]

Campaign themes

2016

The following issues were listed on Heaney's campaign website. For a full list of campaign themes, click here.

  • Washington Reform: At the root of so many of America’s problems is a corrupt Federal government that exists by and for the special interests, lobbyists and former elected officials who have transformed public service into their own personal ATM’s. Today there is one former member of Congress lobbying for every current member serving. That’s why Andrew has pledged to end the revolving door in Washington and introduce legislation to ban former members from becoming lobbyists.
  • Veterans: The quickest way to ensure Congress finally takes real action and begins being accountable to our veterans is by enrolling them in VA care. A member of Congress won’t tolerate waiting one day to get an appointment, let alone 48 days.
  • Economy: The 19th district is comprised of the Hudson River Valley, the Catskills, the Southern Tier, Central New York and parts of the Capital District. It is a large, diverse and magnificently beautiful and it was once the breadbasket of our nation, and a place of innovation and growth.
  • Military and National Security Policy: We’ve called on our military to do extraordinary tasks for the last 15 years, and we haven’t made the proper investments to replace and improve their equipment, weapons and ships. We’ve downsized our military to its smallest size in generations. We need a stronger military, not because we want to use it – but so we don’t have to.
  • Regulatory and Tax Reform: As a small business owner for over 20 years, Andrew knows that the key to economic recovery in our district and our nation lies in small business. He knows that high taxes and Washington regulations are choking the life out of our middle class families and our small businesses. That’s why Andrew will work to eliminate destructive and unnecessary regulations.
