Campaign themes
2014
Welch's website highlighted the following campaign themes:[17]
Tax Relief
- Excerpt: "Andy is a strong supporter of John Linder’s FAIR TAX Plan. And as our Representative, he will sponsor legislation eliminating all Georgia income taxes and replacing them with a fairer sales tax system. Andy’s tax relief plan would save working families hundreds, if not thousands, annually and reduce the size of state government."
Transportation
- Excerpt: "As our representative, Andy will continue to be our strongest advocate for completing badly-needed transportation projects in Butts, Newton and Henry Counties. Relieving traffic congestion in downtown Jackson is of critical concern to downtown businesses."
Education
- Excerpt: "Andy will work to incentivize high school graduation through his proposed Career Pathways program. This program would encourage high school juniors and seniors to take college and technical school level courses in a particular area or field of study for academic credit."
Repealing Obamacare
- Excerpt: "Andy supports the repeal of ObamaCare, including authorizing the State Attorney General to file suit to force repeal. Our Federal Constitution does not authorize Congress to compel individuals or businesses to purchase government prescribed health care."
Experience and Leadership
- Excerpt: "Andy knows that it is a privilege and an honor to serve. He will continue to work in the legislature the same way he works here at home: to listen first, to act with personal responsibility, and to respect the opinions of others."

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
