Angel Carroll is a House District 52 native and advocate. Her work began as an undergraduate testifying before the Texas Supreme Court and Texas Criminal Court of Appeals to push for the creation of a state-level commission to bridge together experts, judges, and policymakers to come up with common sense solutions for a broken system. As a result, they established the Judicial Commission on Mental Health. She then went on to design an award-winning alternative to incarceration program in Williamson County and was recognized with an appointment to the Texas Juvenile Justice Advisory Board at only 23 years old.

After graduating from Texas Tech University, she returned to Williamson County, dedicating herself to community service by advising nonprofit organizations and government agencies on best practices for serving vulnerable populations. Concurrently, she taught career and professional development and assisted men seeking educational degrees and certificates in a Federal Bureau of Prison facility.

Angel has been a vocal advocate for local and statewide policies, focusing on public education, mental health services, criminal justice reform, and civil rights. After seeing the destructive and dangerous pieces of legislation passed in the 88th State Legislature, Angel knew she had to run. Angel believes that the district deserves a leader who legislates from experience, not proximity. Angel is running to be a servant legislator who puts the needs of the community first.
  • Public Safety: Ensuring the quality of life and public safety in our growing district is a top priority. Angel is committed to addressing the challenges posed by the district's rapid growth while maintaining the prosperity and safety of our neighborhoods. She is committed to upholding the autonomy of local governments, advocating for affordable housing options, and collaborating with local authorities to provide the necessary support for water, energy, and transportation infrastructure; emergency preparedness; and maintaining open lines of communication with elected officials and residents to ensure their voices are not only heard but actively considered in the legislative process.
  • Education:As a proud product of schools in Williamson County and as a former educator, Angel knows the critical role of education in fostering economic and health advancements.When elected, she will continue to work to ensure Texas educators' salaries are adjusted with living expenses and inflation, that our school districts have the resources they need to educate our children, foster inclusive learning environments in all our schools, and ensure that every Texas student feels safe while at school. Additionally, her firsthand experience on the Texas Juvenile Justice Advisory Board and in the juvenile justice system fuels her dedication to tackling the school-to-prison pipeline issue and crafting laws that improve outcomes for students.
  • Healthcare: As a working-class Texan, Angel understands the daily struggles of deciding between paying for medication and essential bills. This fuels her unwavering belief that everyone, regardless of their economic background, deserves access to affordable healthcare. She will champion Medicaid expansion, support health insurance enrollment initiatives, and advocate for policies that enhance the overall affordability of healthcare services. Like many in the district and across the state, Angel is deeply concerned about the stripping away of women's bodily autonomy. She firmly supports the right to safe and legal abortion, emphasizing the necessity to maintain women's control over their bodies.
Angel Carroll is dedicated to advancing public education, reforming the criminal justice system, protecting and respecting a woman’s choice to have a safe and legal abortion, and enhancing public safety through the enactment of pragmatic policies that not only benefit all Texans but also avoid imposing substantial financial burdens on local and state governments.
The core responsibilities of an elected official are to be accessible to their voters and represent their best interests. To that, I believe you have to have strong constituent relations set up, must meet people in the community through town halls and community meetings, and you have to focus on introducing and supporting policies that represent the interest of your constituents.
The legacy I aspire to leave behind is one of inclusivity, empathy, and active civic engagement. Regardless of political affiliation, socioeconomic background, religion, or immigration status, I am committed to working tirelessly to improve the lives of all individuals in our district. My goal is to foster an environment where everyone feels valued, heard, and empowered to participate in the democratic process.
The legislature's role has to be representing the issues of the people in our government, therefore, our relationship with the governor has to be both a partnership and a check of the governor. We must work together to advance issues that help everyone in our state and not just issues that are decided along party lines.
Yes, I believe in pragmatic solutions. While I may not agree on everything with any legislator, I’m always willing to have a respectful conversation, negotiate in good faith, and try to find common ground with each other. Respectful relationships are needed in healthy debates, and I plan to build bridges to get this done for my district.
