I’m Angela Choberka and I am running to represent House District 9. With my vast experience on the Ogden City Council, in the community, and within the healthcare arena will help to inform the policies and initiatives I support. I also began my career as a teacher of elementary-aged students and have worked as an adjunct at Weber State University. I am passionate about working with others to eliminate disparities in education and healthcare, and I am willing to work across the aisle to do so. No system can solve these complex problems on their own. The city, county, and state need to focus on solving the most pressing issues our residents face together.
  • Beyond Divides- In a world increasingly defined by polarization and partisan politics, Angela refuses to be bound by ideological boundaries. Despite our differences, we all share the same hopes and aspirations: a better future for our children, more accessible economic opportunities, access to high-quality education, and a cleaner environment. Angela Choberka represents a new era of leadership–one that transcends political divides, is defined by empathy, integrity, and a relentless pursuit of justice, and urges us to come together and work towards solutions that benefit all members of our community. Join her in moving beyond divides and building a community where everyone has the opportunity to thrive.
  • Health Communities- Having served on the Board of Health for Weber and Morgan counties for the past few years as well as in my current role working in a large health care system, I'm well aware of the health issues that impact our communities negatively or inequitably. Our best action to help support overall health in the community is to move upstream to address the root causes of issues rather than wait and deal with more costly and deadly outcomes. Most of my career has been focused on addressing disparities in education and/or health care disparities related to where a person is born, lives, works, and plays. These issues are historic and complex, but the only way we will change the trajectory of individuals’ lives is to ensure elements
  • Public safety personnel are committed to doing good in our communities. Those in the police force or as firefighters/EMTs take on these jobs to do good. However, the systems that perpetuate division and inequitable treatment, particularly for underrepresented community members lacking social capital, are built within structures that historically perpetuate disparities and need to be reformed. Sometimes local actors innovate without realizing it's reform. For example, the Ogden Police Department created a homeless advocate role, providing trauma-informed outreach to unsheltered individuals, helping them navigate systems to become housed, which requires time and trust-building.
Community health and safety, education funding and access to educational opportunities, transparency in government, equal rights, and the environment.
I know I will excel as a state representative because I have a proven track record of listening, problem-solving, and understanding diverse perspectives. I know when it’s time to listen and when it’s time to take decisive action. I’m running to be a strong voice for House District 9, which includes parts of Ogden, Roy, and West Haven—areas often overlooked at the legislative level. My experience on the Ogden City Council over the past six years has prepared me to work across the aisle, ensuring that we deliver real results for our district. That’s exactly what I’ll continue to do in the Utah State Legislature. I will always go beyond divides to fight for solutions that benefit our communities and make our voices heard.
An ideal relationship is one of mutual respect based on having a good understanding of the different roles based on the Constitution and legislation. We may not always agree on policy, but we are able to work together to improve the lives of all Utahns.
Ensuring all Utahns have the opportunity to thrive to their fullest potential. We must listen to our constituents to understand their priorities and work to meet their needs. As our state population grows and changes over the next ten years, we need to stay in touch with what is needed.
I believe my experience serving on the Ogden City Council for the past 6 ½ years will serve my constituents because I have a good understanding of local issues and can take those to the state level to find solutions that do not impede local processes and ordinances.
It is essential to build relationships to accomplish anything in the legislature. One person cannot enact laws. When you work with others you also gain a better understanding of their perspectives and often end up creating a better policy or initiative because you have taken other opinions into consideration.
Dr. Rosemary Lesser is a local legislator who I admire greatly. She is always listening, attending community events and meetings, and reading to keep herself informed and prepared for the next sessions and committee meetings. She is also able to change her thinking when presented with new information. I believe that I can do the same.
I am not interested in any of these offices at this time, but you never know what the future holds.
I have heard many stories, but one that is recurring in my recent conversations is that people are having a difficult time balancing the increases in expenses for basic needs like groceries, gas for transportation, and prescriptions. One person who has a limited income came to a council meeting to express their appreciation for our thoughtful approach to determining a tax increase while emphasizing that they were having challenges with the above, but that they appreciated the services they receive from the city and supported the increase as noticed. This made an impact on me because it is a good reminder to ensure when you make that kind of decision people are impacted directly, and we should also ways be mindful of those folks.
Yes but only in the most extreme circumstances
I would introduce another bill to pass the Equal Rights Amendment.
Currently, I have been endorsed by the AFL-CIO, Ogden Local Firefighters 552, Northern Utah Labor Council, Moms Demand Action, Operating Engineers, Stewardship Utah, Utah Parents for Teachers, Rep. Rosemary Lesser, OSB Members Stacy Bernal and Arlene Anderson, Ogden City Council Member Dave Graf, Former Roy City Council Member John Cordova, and Former Ogden City Council Member Jessie Garcia.
I would be interested in serving in any capacity that is needed. However, I am especially interested in children’s well-being, education, healthcare, environment, sustainability, and housing.
