Phillips is a teacher. After receiving her degree in teaching from the University of the Pacific she taught at South Stockton Elementary. She has served on the School Site Councils at Taft Elementary School, Rio Calaveras K-8 School, and Franklin High School.[1]

The election in Stockton Unified featured four seats up for general election on November 4, 2014. There was no primary election.

Incumbents David Varela, David L. Midura and Steven L. Smith, from Trustee Areas 5, 6 and 7, respectively, were up for re-election. The Trustee Area 2 seat was also up for election but, due to term limits, incumbent Salvador Ramirez could not run for re-election.

Challenger M. Andrea Leyva Burrise defeated Yarikza Comparan, Angelann Flores and Vincent Stephen Sayles for the Trustee Area 2 seat. Maria Mendez defeated Varela and fellow challenger Marc Zamarripa in Trustee Area 5. Angela Phillips also won election to the board after defeating Midura and fellow challenger Tariq Khan in Trustee Area 6. Smith defeated challengers Patricia Hague and Samuel "Sammy" Nunez to retain the Trustee Area 7 seat.
