An Annapolis City Manager Form of Government ballot measure did not appear on the November 3, 2009 ballot in Anne Arundel County for voters in the City of Annapolis.[1] The supporters failed to acquire the minimum required number of signatures to place the measure on the ballot.[2] The ballot measure proposed changing Annapolis to a city with a city manager form of government.
Supporters
Chris Fox, an independent candidate for mayor of Annapolis in the November elections, was a fan of the idea that Annapolis should switch to the city manager form of government.[3]
Path to the ballot
To qualify the measure for the November 2009 ballot, supporters were required to obtain signatures from at least 20% of registered voters. In Annapolis, that amounted to about 5,000 signatures. Supporters failed to collect sufficient signatures.
