Five of the nine seats on the Anne Arundel County Public Schools school board were up for retention elections on November 8, 2016. In 2015, Gov. Larry Hogan (R) appointed Tom Frank and Julie Hummer as at-large members of the board and Eric Grannon as the District 33 member. Hogan appointed Maria Sasso to the District 30 seat and Terry Gilleland to the District 31 seat in February 2016.[1] All five board members won retention elections in 2016. While all members of the board are appointed by the governor, they are subject to retention elections at the next general election following their appointment. Anne Arundel County Public Schools was the only district with retention elections among America's largest school districts by enrollment in the 2013–2014 school year.

Voter and candidate information
The Anne Arundel County Board of Education is composed of nine members: eight adult registered voters of the county and one student representative. The eight adult members are appointed by the Governor of Maryland to five-year terms; however, these members are subject to retention elections at the general election following their appointment. If a replacement member is not appointed before the expiration of current board member's term, the current member continues to serve until the appointment is made.[2]
Five of the gubernatorial appointees must be from one of the five legislative districts that cover Anne Arundel County: Districts 30, 31, 32, 33 and 21. The other three adult members are appointed at large.[2]
The ninth member of the board is a student representative. School boards across the country often include a student representative but usually only in an advisory, nonvoting capacity. Anne Arudel's student member is uncommon in that the student has the same voting rights and privileges as other board members. The student member is elected to a one-year term by the Chesapeake Regional Association of Student Councils (CRASC) and must be confirmed by the governor. The student's term begins on July 1 following his or her election and confirmation, and he or she serves until the next student member is qualified.[2]

About the district
Anne Arundel County Public Schools serves the county of the same name in Maryland. The county was home to an estimated 560,133 residents in 2014, according to the United States Census Bureau.[3] The district was the fifth-largest school district in the state in the 2013–2014 school year and served 78,489 students.[4]
Demographics
Anne Arundel County outperformed Maryland as a whole in terms of higher education attainment from 2009 to 2013. The United States Census Bureau found that 37.1 percent of county residents aged 25 and older had attained a bachelor's degree or higher, compared to 36.8 percent statewide. The median household income for the county was $87,430, compared to $73,538 for the state. County residents lived below poverty level at a rate of 6.3 percent, while that rate was 9.8 percent for state residents.[3]
