Anne Melissa Dowling
Anne Melissa Dowling was the Illinois Director of Insurance. Dowling assumed office on July 1, 2015. Dowling left office on January 1, 2017.
She was appointed to the position by Governor Bruce Rauner (R) on May 29, 2015, and assumed office on July 1, 2015.[1][2] Dowling was succeeded by Jennifer Hammer in January 2017.[3]
Dowling is also a former Interim Connecticut Commissioner of Insurance. She was tapped by Governor Dan Malloy (D) in December 2014, replacing Thomas Leonardi.[4] Leonardi stepped down from the statewide position in order to return to the private sector.[5] Dowling served as acting commissioner until March 24, 2015, upon the appointment of Leonardi's official successor, Katharine Wade.[6]
Biography
A native of Connecticut, Dowling earned her bachelor's degree in fine arts and French literature from Amherst college in 1980. She then attended Columbia University's business school, graduating with a master of business administration in 1982. She worked as an executive for several insurance companies in the 1980s and 1990s,including Connecticut Mutual Life insurance Company and MassMutual Financial Group. In 2011, she was appointed as deputy insurance commissioner of the State of Connecticut. In December 2014, she was appointed acting insurance commissioner after the departure of Thomas Leonardi. She left the department after Governor Dannel Malloy (D) appointed a former Cigna executive as a permanent replacement for Leonardi. In May 2015, Dowling was appointed as acting director of insurance for the Illinois Department of Insurance by Governor Bruce Rauner (R).[2][1]
Dowling has also served as a trustee for the Hartford Public Library and for Miss Porter's School in Farmington, Connecticut, her alma mater.[7]
