I am a first generation Mexican-American and I a practicing property tax attorney for the last twenty-two years. I am Assistant General Counsel at Aldine ISD where I oversee the litigation involving delinquent property taxes, am counsel to the District’s Tax Assessor Collector and advise the tax office. I am the only candidate in this race with direct, on-point experience handling one of this office’s chief functions.

Increasing the number of registered voters in Harris County and maintaining accurate voter rolls requires an ability to develop processes that guarantee the law is being followed and citizens are given every opportunity to remain on the voter rolls. My over 20 years of working within government has allowed me to gain valuable experience successfully managing various projects despite the hurdles normally encountered in government bureaucracy - limited budgets and resources, legal constraints and intergovernmental limitations and relationships.

This experience will allow me to get to work on Day 1 in office and begin making the necessary improvements/changes so that the citizens of Harris County feel the effect of having a qualified individual at the helm of an office that makes a daily economic impact in their lives and ensures that every eligible citizen can remain civically engaged.
  • Voter Registration

    While federal and state law determine the minimum we must do, there are opportunities to go beyond what’s required to become the state’s leading county for making sure every eligible voter is registered and ready to participate in our democratic process. I am committed to creating a dedicated Voter Registration Outreach Team that is tasked with proactive, year-round community outreach to ensure we keep voters in active status and get them off the suspense list.

    I will advocate for and work with state elected officials to establish same day and online voter registration.
  • Property Tax My top priorities will include innovating taxpayer and customer services, prioritizing collections against corporations and big businesses over homeowners, developing an enhanced Community Education and Outreach Program and working with elected leaders to eliminate predatory lending practices by Tax Lien Lenders. Property taxes have become an ever increasing burden on our citizens. I am committed to ensuring all taxpayers understand how to minimize their property tax burden while also creating variou opportunities for taxpayers to escrow their taxes or get on payment plans that will allow for payment without penalties or interest.
  • Improved Customer Service & Technology Upgrades I am committed to ensuring that this office serves all the citizens of Harris County in a fair and efficient manner. Including improving the customer experience and over hauling technology and processes to ensure we are using county resources wisely and efficiently.
As a public servant of over 22 years, I am committed to ensuring that taxpayer dollars are used efficiently and effectively. I am also committed to educating property owners on how the property tax system works to ensure that our citizens do not risk losing their homes to unpaid property taxes. Particularly advocating for reforms that address outdated or inequitable property tax policies, such as those that disproportionately affect certain demographics or fail to account for changes in property values over time and addressing how property tax policies can influence housing affordability and availability, particularly in rapidly growing urban areas.
Elected officials should demonstrate honesty and ethical behavior, ensuring that their actions align with the public's trust. They must be willing to take responsibility for their decisions while being transparent with constituents about their governance.

It is also important for elected officials to have a clear vision for the office that balances the needs of the office while also addressing the concerns of the community. The ability to work with others, including fellow officials, community leaders, and constituents, is essential for building consensus and achieving common goals.

These characteristics and principles help ensure that elected officials can effectively represent their constituents and contribute positively to the governance of their communities.
