Anthony Felix Jr. was born in Los Angeles, California. He earned a bachelor's degree and a master's degree in public administration from California State University; he earned a doctorate in public administration from the University of La Verne.[1]

|Anthony Felix Jr. was born and raised in East Los Angeles. Growing up, he did not live with his parents. His father was in and out of prison while his mother was also in and out of institutions prior to moving out of state. Both his parents lost their lives because of heroin overdoses. As a ward of the court, Anthony Felix Jr. was raised by various relatives. Education Anthony Felix Jr. has earned an associate's degree in administration of justice, bachelor's degree in criminal justice, master's degree in public administration, and a doctorate in public administration with a dissertation foci on government ethics. In his continued connectedness with scholarship, Anthony serves on the American Society of Public Administration's (ASPA) SoCal Chapter Council as a council member. Family and Work Life Anthony Felix Jr. is a father of four daughters, ages 2 to 19. Anthony has previously served in the U.S. Navy. Presently, Anthony works for a joint power authority (city and county of Los Angeles) where he collaborates with homeless services providers to ensure various homeless services strategies produce positive outcomes with the ultimate objective of exiting youths, single adults and families to permanent housing destinations. Anthony is also a proud union shop steward for SEIU 721. Professional Capacity
Anthony Felix Jr. has acquired a knowledge base [as a practitioner] that empowers him to be an accountable, responsible, effective, and efficient governmen- I am a working classs member of the community, proud father and union member.
- I have a doctorate in public administration with an expertise in government ethics.
- I represent the interests of the many, not the few. The people of CA-40 deserve a representative that is reflective of the community.
i. I believe addressing climate change is the paramount issue of our time. If the earth sustains damage that we cannot correct during our lifetime we will have failed future generations to come.
Immigration Policy: Family separation.
i. I support the idea that there is a need for comprehensive migration policy reform to address prohibited entry into the United States but separating families must cease to be a practice.
Equality Policy: Equal rights for women.
i. I stand shoulder-to-shoulder with women who are not given the recognition they deserve. Women are equal to men in every way.
Housing Policy: Affordable housing.
i. I propose a resolution to address the issue of affordable housing similar to the income tax bracket schedule. More specifically, units pricing would be dependent on number of bedrooms, rent reasonableness or fair market value (whichever is less), and profit caps.
ii. Methodology and the formal policy proposal shall follow the March primary.
iii. Property owners/landlords should be able to earn income from income from rental properties, but it needs to be reasonable and earnings must be federally regulated.
Criminal Justice Policy: Reentry into society policy reform.
i. It is often said that criminal offenders must pay their debt to society for the crimes they commit, but once repaid those same individuals deserve a second chance.
