Appropriations Committee, Pennsylvania State Senate
The Appropriations Committee is a standing committee of the Pennsylvania State Senate.
Per Section 14 of the Senate Rules, committees of the Pennsylvania State Senate are appointed by the president pro tempore. The president pro tempore shall appoint the chair, vice chair, and committee membership soon after they are elected president pro tempore in sessions convening in odd-numbered years.[1] Any vacancies that have occurred in any committees or subcommittees after members have been appointed will be filled by the president pro tempore.[2] The membership of each committee will be based on the caucus composition of Senate membership.[1]
The president pro tempore is considered to be an ex officio voting member on all standing committees and subcommittees, except the Committee on Ethics and Official Conduct. The majority leader is an ex officio member of the Appropriations Committee and serves as chair of the Rules & Executive Nominations Committee. The minority leader is an ex officio member of the Appropriations Committee and serves as minority chair on the Rules & Executive Nominations Committee. In the committees that the president pro tempore, majority leader, and minority leader are members, these members are not counted for purposes of determining quorum.[3]
