Three seats on the Arcadia Unified School District Board of Education were up for general election on April 21, 2015.[1]

Incumbents Kay Kinsler, Cung T. Nguyen and Lori Allison Phillipi ran unopposed and won re-election to their three at-large seats.[2] Due to the lack of opposition, the district canceled this election. The elections in 2011 and 2013 were also canceled due to lack of opposition.[3]

An effort to remove all three of these incumbents was launched in 2013, but it never went to the ballot. Supporters of the recall did not agree with the firing of Arcadia High School cross-country coach Jim O'Brien. Though the board looked into the issue at the time, they did not take any action.[4][5][6]

Arcadia Unified School District is located in Los Angeles County in southwestern California. The county seat is Los Angeles.[7] Los Angeles County was home to 10,017,068 residents in 2013, according to the United States Census Bureau.[8] During the 2011-2012 school year, the Arcadia Unified School District was the 171st-largest school district by enrollment in California and served 9,719 students.[9]

Demographics

Los Angeles County underperformed compared to the rest of California in terms of higher education achievement in 2013. The United States Census Bureau found that 29.7 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 30.7 percent for California as a whole. The median household income for Los Angeles County was $55,909, compared to $61,094 for the entire state. The poverty rate was 17.8 percent, compared to 15.9 percent statewide.[8]

Voter and candidate information

The Arcadia Unified Board of Education consists of five members elected at-large to four-year terms on a staggered basis every odd-numbered year.[11] A general election for three seats was held on April 21, 2015.[1] In 2013, two seats were up for election.[12]

To get on the ballot, school board candidates had to file their nomination documents by January 23, 2015. To vote in this election, residents of the district had to register with the Los Angeles County Registrar-Recorder/County Clerk by April 6, 2015. Voters could apply for a vote-by-mail ballot starting March 23, 2015, and ending April 14, 2015.[13][14]

This election was canceled due to lack of opposition. Incumbents Kay Kinsler, Cung T. Nguyen and Lori Allison Phillipi were re-elected to their at-large seats by default.[3]

Campaign finance

At the time of this election, the Los Angeles Registrar-Recorder/County Clerk did not publish school board candidate campaign finance reports online. Ballotpedia staffers requested this information, but the only free method of viewing the files was at their office.

The Los Angeles Registrar-Recorder/County Clerk targeted the end of 2018 to make school board candidate campaign finance reports available online for free. From that point forward, Ballotpedia began including campaign finance data for Los Angeles County school board candidates.[15][16][17]
