The ballot title for Measure Nos. 302-303 was as follows:
“ | AN ACT TO AMEND PARAGRAPH 5276 OF THE REVISED STATUTES OF ARIZONA, 1913, CIVIL CODE, AND TO PROVIDE THAT IT SHALL BE UNLAWFUL FOR THE BOARD OF SUPERVISORS IN BEHALF OF ANY COUNTY OR OF THE BOARD OF SCHOOL TRUSTEES OR THE CITY OR TOWN COUNCIL OR GOVERNING BODY OF ANY OTHER MUNICIPAL CORPORATION OR QUASI MUNICIPAL CORPORATION TO ENTER INTO ANY AGREEMENT OR CONTRACT WITH BIDDERS FOR BONDS FOR COMPENSATION OR PAYMENT OF ANY EXPENSE FOR THE ISSUANCE OR ANY OF SAID BONDS, AND REPEALING ALL ACTS OR PARTS OF ACTS IN CONFLICT HEREWTIH. | ” |

Path to the ballot
In Arizona, the number of signatures required for a veto referendum is equal to 5 percent of the votes cast at the preceding gubernatorial election. Proponents of the veto referendum had 90 days from the date that the bill was signed to collect signatures.
