The Arizona Continuing General Appropriation Amendment was not on the ballot in Arizona as a legislatively referred constitutional amendment on November 5, 2024.

This amendment would have allowed the previous year’s general appropriation budget to go into effect for the following fiscal year if a new budget isn’t approved by the deadline.[1]

Either chamber of the Arizona State Legislature is allowed to propose an amendment. A majority of members of both chambers must approve it. If they do, the proposed amendment goes on a statewide ballot for a popular vote of the people. Approval from a simple majority of voters is then required to make it part of the constitution.

Amendment in the state Legislature

The amendment was introduced to the Arizona State Senate on February 1, 2023. It passed the Senate on March 1, 2023 by a 16-12 vote.[2]

The amendment was reintroduced in the 2024 session on January 30, 2024 as Senate Concurrent Resolution 1020. The Senate passed SCR 1020 on February 19, 2024 by 16-12.[3]
