The Arizona Dual-Language Education Measure was not on the ballot in Arizona as a legislatively referred state statute on November 3, 2020.

The ballot measure would have repealed Proposition 203 (2000), which required sheltered English immersion (SEI) for students learning English. Under Arizona's SEI requirement, classroom education and curriculum material for English learners was in English.[1]

The ballot measure would have allowed school districts and charter schools to establish dual-language immersion programs for both native and nonnative English speakers.[1]

In Arizona, a referred statute requires a simple majority vote in each chamber of the Arizona State Legislature during one legislative session.

State Rep. John Fillmore (R-16) introduced the ballot measure as House Concurrent Resolution 2026 (HCR 2026) during the 2019 legislative session.[1]

On February 28, 2019, the Arizona House of Representatives approved HCR 2026 in a vote of 59 to one. Rep. Nancy Barto was the one member to vote against the measure.[1]

The Arizona State Senate did not vote on HCR 2026 before the 2019 legislative session adjourned.
