The ballot title for Measure Nos. 100-101 was as follows:

AN ACT RELATING TO ANNUITIES AND PUBLIC WELFARE; DESIGNATING THOSE ENTITLED TO BENEFITS, FIXING THEIR QUALIFICATIONS AND THE MINIMUM AMOUNT OF BENEFIT; EXEMPTING BENEFITS FROM EXECUTION OR ATTACHMENT; PROHIBITING ALIENATION; ALLOWING OTHER INCOME; AUTHORIZING AND DIRECTING THE LEVY AND COLLECTION OF A GROSS INCOME TAX; PROVIDING FOR THE ADMINISTRATION OF THIS ACT AND MAKING AN APPROPRIATION TO PAY THE COST THEREOF; PROHIBITING INJUNCTIONS; PROVIDING PENALTY FOR VIOLATION OF THE ACT; APPORTIONING PROCEEDS OF TAX AND PROVIDING FOR DISPOSITION OF SURPLUS. AUTHORIZING INCREASE OF LEVY; FIXING TIME AND PLACE SPENDING ANNUITY. AUTHORIZING LEGISLATURE TO IMPLEMENT AND SUPPLEMENT THIS AMENDMENT, AND PROVIDING THE AMENDMENT SHALL BE SELF-EXECUTING; TO PROVIDE FOR SEVERABILITY; AND PROVIDING FOR CO-ORDINATION OF THIS AMENDMENT WHICH LEGISLATION ENACTED OR WHICH MAY BE ENACTED BY THE GOVERNMENT OF THE UNITED STATES.
