AN ACT TO AMEND SECTION TEN OF ARTICLE X OF THE CONSTITUTION OF THE STATE OF ARIZONA, "Authorizing the Legislature to provide proper laws for the sale of all State lands and the lease of same, and for the protection of bona fide residents and lessees of said lands."
