“ | AN ACT TO REGULATE THE MAKING OF APPLICATIONS, FOR AND GRANTING OF COMMUNICATIONS, PARDONS, AND PAROLES, AFTER CONVICTION, FOR ALL OFFENSES; TO CREATE A BOARD OF PARDONS AND PAROLES AND DEFINE THE DUTIES THEREOF, TO REPEAL TITLE XXI, PARDONS AND REPRIEVES, PART TWO, PENAL CODE, REVISED STATUTES OF ARIZONA, 1913, AND ALL ACTS AND PARTS OF ACTS IN CONFLICT HEREWITH; AND TO PROVIDE FOR THE SUBMISSION OF SUCH PROPOSED ACT TO THE PEOPLE OF THE STATE OF ARIZONA. | ” |
