AN ACT CREATING A DEPARTMENT OF LABOR: PRESCRIBING THE DUTIES, POWERS, QUALIFICATIONS AND COMPENSATION OF THE COMMISSIONER OF LABOR AND THE EMPLOYEES OF THE DEPARTMENT: PROVIDING FOR A BOARD OF ARBITRATION TO ACT IN CONJUCTION WITH THE COMISSIONER OF LABOR IN CERTAIN INSTANCES AND PRESCRIBING CERTAIN PENALTIES FOR THE VIOLATION OF THE PROVISIONS OF THE ACT, AND MAKING APPROPRIATIONS FOR THE CARRYING OUT OF THE PROVISIONS OF THIS ACT.
