AN ACT TO REGULATE THE RACING OF HORSES IN THE STATE OF ARIZONA; TO ESTABLISH A STATE RACING COMMISSION; TO DEFINE ITS POWERS AND DUTIES; TO AUTHORIZE THE OPERATION OF PARI-MUTUELS; AND TO PRESCRIBE A PENALTY FOR THE VIOLATION THEREOF.
