The ballot title for Measure Nos. 308-309 was as follows:

AN ACT PROVIDING FOR THE CREATION AND ORGANIZATION OF COUNTIES OF THE STATE; FOR ELECTIONS IN CONNECTION THEREWITH AND OF OFFICERS THEREFOR; FOR THE PERFORMANCE OF CERTAIN OFFICIAL DUTIES IN AID THEREOF; AND CERTAIN ACTS AND THINGS FOR THE ACCOMPLISHMENT THEREOF; FOR THE PUNISHMENT OF VIOLATIONS OF THIS ACT; AND FOR THE REPEAL OF ALL ACTS AND PARTS OF ACTS IN CONFLICT HEREWITH.
