An initiated constitutional amendment is a citizen-initiated ballot measure that amends a state's constitution. Eighteen (18) states allow citizens to initiate constitutional amendments.

In Arizona, the number of signatures required for an initiated constitutional amendment for the ballot is equal to 15 percent of votes cast for governor in the most recent gubernatorial election. Petitions can be circulated for up to 24 months. Signatures must be submitted four months prior to the election at which the measure is to appear. A simple majority is required for voter approval. Arizona requires a 60% vote to pass ballot measures to approve taxes.

The requirements to get initiated constitutional amendments certified for the 2026 ballot:

  • Signatures: 383,923 valid signatures are required.
  • Deadline: The deadline to submit signatures is July 3, 2026.

Stages of the constitutional amendment

The following is the timeline of the constitutional amendment:

  • July 29, 2025: Arizona Against the Probate Mafia filed the initiative petition with the Arizona Secretary of State. The initiative was granted a serial number and cleared to begin gathering signatures.[1]
