The ballot title for Proposition 103 was as follows:
“ | AN AMENDMENT ESTABLISHING A PERMANENT SCHOOL FUND DERIVED FROM SALE OF CERTAIN PUBLIC LANDS AND OTHER SPECIFIED SOURCES; REQUIRING THAT THE INCOME DERIVED FROM THE INVESTMENT THEREOF, FROM SCHOOL LAND RENTALS AND OTHER LAWFUL SOURCES SHALL BE APPORTIONED ONLY FOR COMMON AND HIGH SCHOOL USE AS PRESCRIBED BY LAW. | ” |
