Overview
In 1998, Proposition 104 and Proposition 105 were competing measures. The Arizona State Legislature referred Proposition 104 to the ballot, while Proposition 105 was a citizen-initiated constitutional amendment. While Proposition 105 proposed prohibiting legislative alteration of voter-approved ballot initiatives, Proposition 104 proposed limiting legislative alteration but did not prohibit the practice. Voters approved Proposition 105 and rejected Proposition 104.
