The Arizona Race and Ethnicity Affirmative Action, Programs, and Requirements Amendment was not on the ballot in Arizona as a legislatively referred constitutional amendment on November 5, 2024.
This constitutional amendment would have prohibited the government "from compelling applicants, employees or contractors from giving preferential treatment to or discriminating against an individual's race or ethnicity in hiring, promotion or contracting decisions."[1]
In 2010, voters passed Proposition 107, which added language to the Arizona Constitution, saying the state cannot discriminate against or grant preferential treatment on the basis of race, sex, color, ethnicity, or national origin in the operation of public employment, public education, and public contracting.

Either chamber of the Arizona State Legislature is allowed to propose an amendment. A majority of members of both chambers must approve it. If they do, the proposed amendment goes on a statewide ballot for a popular vote of the people. Approval from a simple majority of voters is then required to make it part of the constitution.
Amendment in the state Legislature
In the 2023 legislative session, the amendment was introduced as Arizona Senate Concurrent Resolution 1024. It passed the House by 16-13.[2]
In the 2024 legislative session, the amendment was introduced as Senate Concurrent Resolution 1019 (SCR 1019). It passed the Senate by 16-12.[3]
