The Arizona Require Schools Grant Access to Athletic Private Spaces Based on Sex Measure may be on the ballot in Arizona as a legislatively referred state statute on November 3, 2026.
The measure would prohibit schools and athletic associations from authorizing a student, athlete, employee, or other individual from using a restroom, locker room, shower room, or other private space that is not designated for their sex.[1] The measure would define sex as the "biological status as male or female as recorded at birth on the individual's original birth certificate."[1]
Additionally, the measure would remove a provision in state law that prohibits schools from opening sports teams that are designated for boys or males to any athlete.[1] In 2022, the state legislature passed a law that prohibits schools from opening sports teams that are designated for girls or females to any students of the male sex.[2][3]

Path to the ballot
A simple majority vote is required during one legislative session for the Arizona State Legislature to place a state statute on the ballot. That amounts to a minimum of 31 votes in the Arizona House of Representatives and 16 votes in the Arizona State Senate, assuming no vacancies. Statutes do not require the governor's signature to be referred to the ballot.

- January 12, 2026: State Rep. Selina Bliss (R-1) introduced the measure to the state House as House Concurrent Resolution 2003 (HCR 2003).
- January 20, 2026: The Arizona House Education Committee reported the measure with a 'Do Pass' recommendation.
