RELATING TO IRRIGATION, POWER, ELECTRICAL, AGRICULTURAL IMPROVEMENT, DRAINAGE, FOOD CONTROL; AND TAX LEVYING PUBLIC IMPROVEMENT DISTRICTS; FIXING THEIR STATUS; PRESCRIBING THEIR RIGHTS, PRIVILIGES, BENEFITS, IMMUNITIES AND EXEMPTIONS; AND AMENDING ARTICLE XIII OF THE CONSTITUTION OF THE STATE OF ARIZONA BY ADDING SECTION 7.
