The Arizona Signature Distribution Requirement for Ballot Initiatives Amendment was not on the ballot in Arizona as a legislatively referred constitutional amendment on November 3, 2020.
The ballot measure would have created a signature distribution requirement for citizen-initiated ballot measures. The ballot measure would have required that one-thirtieth (3.33 percent) of the total required signatures to be collected from each of the state's 30 legislative districts.[1]

House Concurrent Resolution 2039
The ballot measure was introduced into the Arizona State Legislature as House Concurrent Resolution 2039 (HCR 2039) during the 2020 legislative session. On March 4, 2020, the Arizona House of Representatives passed HCR 2039 in a party-line vote of 31-29.[3]
