The Arizona Use of HOV Lanes Initiative was not on the ballot in Arizona as an initiated state statute on November 3, 2020.
The ballot initiative would have allowed drivers of electric, hybrid, and light-duty vehicles to use high-occupancy vehicle (HOV) lanes on highways, no matter the number of people in their vehicle. The ballot initiative would have also required the creation of a toll system for drivers of vehicles with less than two persons that want to use HOV lanes.[1]

The state process
In Arizona, the number of signatures required to qualify an initiated state statute for the ballot is equal to 10 percent of votes cast for governor in the most recent gubernatorial election. Petitions can be circulated for up to 24 months. Signature petitions must be submitted four months prior to the election at which the measure is to appear.
The requirements to get initiated state statutes certified for the 2020 ballot:
- Signatures: 237,645
- Deadline: The deadline to submit signatures was July 2, 2020.
