The mission of Arkansans for Compassionate Care, founded in 2010, is to promote and gain support for the Arkansas Medical Marijuana Act of 2016.[1][2] The measure qualified for the November 2016 ballot and was designed to do the following:[3]
- Set a cap on the fees required to get dispensary and cultivation licenses and the fees required for patient cards;
- Dictate that the state's Department of Health must set rules for patient cards and medical conditions that qualify a patient for medical marijuana use;
- Require that all sales tax revenue goes back into the medical marijuana program.
The group's work included gathering signatures to qualify the initiative for the ballot. The group's website states the following regarding the initiative:[1][2]
“ |
The Arkansas Medical Marijuana Act will allow Arkansas patients, with a doctor’s recommendation, to use medical cannabis for serious debilitating medical conditions. Patients will be able to purchase their medicine at a well-regulated not-for-profit dispensary.[4] |

Deputy Director of Arkansans for Compassionate Care Ryan Denham said regarding the initiative,[5]
“ | Arkansas has seen states like New York and Illinois legalize ... We’ve seen that the sky hasn’t fallen, terminally ill people are gaining access to medicine, and it’s generating tax revenue. Arkansas borders seven states, which have almost no cannabis laws ... This is more than just a local or state issue, this is a national issue and we’re hoping that we can influence some of the more conservative states around us.[4] | ” |
Melissa Fults, campaign director for Arkansans for Compassionate Care, said,[6]
“ | The patients of Arkansas deserve a safer alternative. ... They should not have to choose between treating their illnesses or breaking the law.[4] | ” |
