Arkansas City Taxes, Proposed Amendment 51 (1960)

The Arkansas City Taxes Proposed Amendment, also known as Proposed Amendment 51, was on the ballot in Arkansas on November 8, 1960, as a legislatively referred constitutional amendment. It was defeated. The measure would have enabled cities to levy a five mill tax by a vote of the electors.[1]
