The Arkansas Equal Educational Opportunity Initiated Act, also known as Initiated Act 1, was on the ballot in Arkansas on November 4, 1980, as an initiated state statute. It was defeated. The measure would have established, maintained and enforced minimum standards of education for all children.[1][2]

The question on the ballot:

A PROPOSED INITIATED ACT TO ESTABLISH, MAINTAIN AND ENFORCE MINIMUM STANDARDS OF EDUCATION FOR THE CHILDREN IN THE STATE REGARDLESS OF WHERE THEY LIVE, WHICH STANDARDS SHALL BE UPDATED PERIODICALLY IF DETERMINED NECESSARY BY THE STATE BOARD OF EDUCATION TO ESTABLISH THE STATE MINIMUM EDUCATIONAL STANDARDS COMMISSION WHICH SHALL SUBMIT RECOMMENDATIONS TO THE STATE BOARD OF EDUCATION FOR ITS ADOPTION REGARDING IMPLEMENTATION OF OR ADDITIONS TO THE MINIMUM STANDARDS OF EDUCATION.[2][3]
