The Arkansas Interest Rate Control Proposed Amendment, also known as Proposed Amendment 2, was on the ballot in Arkansas on November 6, 1990, as a legislatively referred constitutional amendment. It was defeated. The measure would have controlled interest rates and provided penalties for violations.[1][2]
