The Arkansas Short-Term Financing Proposed Amendment, also known as Proposed Amendment 1, was on the ballot in Arkansas on November 3, 1998, as a legislatively referred constitutional amendment. It was defeated. The measure would have allowed city and county governments to incur short-term financing obligations to acquire, construct, install or rent property.[1][2]
