The Arkansas Votes for Tax or Fee Changes Proposed Amendment, also known as Proposed Amendment 2, was on the ballot in Arkansas on November 3, 1998, as a legislatively referred constitutional amendment. It was defeated. The measure would have required a three-fifths majority vote of both houses of the general assembly in order to make changes to tax or fee rates.[1][2]
